1. Opening formalities
Prof. Afonso Barbosa, the Head of the Electrical and Computer Engineering Department of IST, opened the meeting, welcoming all delegates.
2. Adoption of the Agenda
The Agenda, Annex A, was approved without changes, unanimously.
3. Approval of the minutes of the last
meeting
The Chairman apologised for not having yet written the minutes of the last meeting. This point of the Agenda was postponed to the next meeting.
4. Status of the Action
The Chairman referred that, up to this moment, the Action has:
· 23 countries that have signed the MoU (the respective information is available at the Action’s web site), plus institutions from 3 non-COST countries;
· Poland as an observer, since a request has been received, and the formal procedure for approval is taking place;
· 136 institutions that have registered at the Action’s web site (the respective list is available at the Action’s web site);
· 348 delegates that have registered at the Action’s web site.
All delegates from institutions that were not present in the previous meetings presented themselves and the institutions they represent. These delegates, together with those from the previous meeting that have not done it yet, were asked to send to the Action Secretary the topics to which they intend to contribute, until 2002/Oct/14, Action Point 5/1.
The Chairman apologised for not having enforced the decision concerning the non-participation of institutions, due to the lack of time.
The website was discussed, together with the registration
procedure, and the submission of TDs for presentation at the meeting. The Chairman:
·
reminded that changes to the personal data
should be done by the delegates themselves, via the Members’ Area at the
website, and not asked to by the Action Secretary;
·
informed that, although available, General Documents
(GD) had not been used yet;
·
a new item will be created,
FAQs (Frequently Asked Questions), to make it easy for people to get
information on various topics concerning the Action.
Several
suggestions were done:
· a CD-ROM should be brought to each meeting, with all TDs for the meeting, as a backup;
· all files put on the website should be in pdf, i.e., one should not use other formats (e.g., ps, doc, etc.) to avoid problems in reading them.
The Chairman presented a brief report on the meeting of the TC TIST he had attended in 2002/Jun/20, in Thessaloniki, Greece:
· he gave a presentation on the Action;
· the TC was surprised with the size and activity (number of TDs, number of institution and delegates, interest from institutions outside Europe, etc) of the Action;
· the Action was asked to report at the next TC meeting on the added value coming form the institutions outside Europe;
· the TC wants a list of the non-active institutions;
· the idea of the tutorials was very much appreciated;
· cooperation with other Actions should be sought.
The matter of the tutorials was addressed as well:
· The two offers for tutorials from Dr. Gerd Woelfle (AWE Communications, Stuttgart, Germany) on “Propagation models and impact on planning”, and Dr. Markkus Radimirsch (University of Hannover, Hannover, Germany) on “Game theory and its application in wireless communications”, were confirmed for the next meeting, and will be held in parallel; an attendance between 25 and 40 is expected for each one.
· The tutorial offered by Prof. Roberto Verdone (University of Bologna, Bologna, Italy) on “Radio resource management” will be scheduled for the meeting in 2003/May.
· Prof. Andreas Czylwik (University of Duisburg, Duisburg, Germany) suggested a tutorial by Prof. Tad Matsumoto (University of Oulu, Oulu, Finland) on “Iterative MIMO equalisation techniques”. He will send detailed information, and a decision will be taken at the next meeting.
· The possibility of having tutorials from people outside the Action was raised, but no specific suggestions were presented.
Reports from Short Term Missions (STMs) were presented by, or on behalf of, Sven Semmelrodt, Markus Herdin, Pierfrancesco Azzi, Jo Verhaevert, and Tomaz Javornik. The Chairman informed that he had received no applications for STMs for the 1st Call, which had the deadline by 2002/Sep/09; it was decided to extend this deadline until 2002/Oct/21, Action Point 5/2. The deadline for the 2nd Call was kept for 2003/Feb/28.
The Chairman reported that he had presented the poster at the IST Mobile & Wireless Summit, held in Thessaloniki, Greece, in 2002/June/17-19, just before the TC TIST meeting.
The Chairman informed that the Action had been invited to participate in a panel on COST Actions at the IEE International Conference on Antennas and Propagation, in 2003/Apr/1-3 in the UK, and that the invitation had been accepted.

Action Point 4/1 was still active, and the new Action Points 5/1 was extended for those that have not fulfilled it. Action Point 4/4 was still active, and the new Action Points 5/2 was set up as a consequence. Action Point 4/7 was active as well, but only for meetings to be held during 2004. Concerning Action Point 4/11, only a few people had sent their offers to the NoE, but this matter was postponed to the specific point of the Agenda, 9.
5. Budget and reimbursement
The Chairman announced that reimbursements of travel expenses concerning STMs had already started, and that the ones concerning the MCMs would take place shortly. He reminded that for the latter, the amount 10 k€ would be reimbursed directly by the TIST Secretariat, while the remaining would be done by the Action Secretariat; also, he referred that there was the possibility that it would not be possible to fully refund the travel expenses to the MCMs, depending on the number of people.
The Chairman also informed that the grant for the second year (2002/July-2003/June) had already been signed, but still the funding had not been received from the TIST Secretariat. Given the fact that only 2 MCMs per year can be reimbursed, travel expenses to the current meeting would not refunded, but that would be the case for the next two meetings.
6. Presentation and discussion of documents
A total of 61 Temporary Documents, which are listed in Annex B, were presented and discussed at the Plenary and at the WGs, Annex C. WGs and SWGs Chairmen were asked to send the minutes and the attendance list to the Action Chairman, until 2002/Oct/14, Action Point 5/3.
Discussions were also held within the WGs.
· WG1
A total of 16 papers were presented to WG1, 3 in joint session with WG2 and 1 with WG3. Subjects ranged broadly, from non-linear amplifiers, through turbo- and LDPC codes, to link adaptation, but the most popular topic was MIMO and space-time coding in various forms. The total number of participants, taken over all sessions, was 30.
Three matters were also raised for discussion:
· Sub-working groups: while the group was encouraged by the number of documents being submitted, it had not yet reached a number at which division into SWGs was necessary, nor had any topic been identified which required the focussed attention of a sub-group. The question would be kept under review.
· The topic of the workshop to be held in May 2003 was discussed: suggestions for keywords for the "call for papers" were requested. It was suggested that IST programmes concerned with wireless access might be targeted; ADAMUS was mentioned.
· The proposed Network of Excellence was discussed: about 12 institutions represented in the group expressed an interest. A number were uncertain as to what is required in the expression of interest to be submitted to the Action chair (including some who had already sent this).
· WG2
Dr.
Kimmo Kalliola (Nokia, Finland) replaced Prof. Ernst Bonek.
Nothing special to report.
· WG3
The group decided to proceed with the definition of some reference scenarios with the goal of making more comparable the different results that are obtained through the various simulation / emulation / analytical tools the WG3 members use. Two types of scenarios will be defined: a synthetic one, and some realistic scenarios based on data taken from the real world, which will be provided by operators. The scenarios will be defined in order to allow the evaluation of Radio Network Planning algorithms and Radio Resource Management strategies. A group of six people has been defined, which will be in charge of defining the scenarios, the documentation needed, etc, possibly providing a draft before the next meeting to be held in Barcelona.
· SWG2.1
Several papers on MIMO channel measurements were presented. The technical discussion centred around the definition of environments in which measurements are desirable; a preliminary list was established. It will be found via email which groups have already done measurements in specific environments, or plan to do them in the near future. More details can be found in the SWG meetings that will be submitted as TD for the next MCM.
· SWG2.2
An update report on RAN 4 was given, namely on the meeting in 2002/Aug. in Helsinki, where a presentation on the progress of SWG2.2 in phantom studies was given.
After some discussion, actions for next meeting were set up:
· Everybody: Use reference antennas (from Aalborg) to measure for evaluation of different chambers.
· Gert Pedersen & Sony-Ericsson: Add Sony-Ericsson phantom to Aalborg phantom comparison measurements.
· Everybody: send Andres a proposal on what to study about diversity antennas (measurements)
· Pierre Boutou: Text of SWG2.2 standard test procedure, write the table of contents
· Morten Christensen: coordinate phantom simulation study
· SWG2.3
Dr. Jarmo Kivinen replaced Prof. Pertti Vainikainen.
Only one document was presented. It mainly included documentation of MIMO radio channel measurements made by University of Vienna in both indoor and outdoor scenarios. Some data resulting from these measurements will be uploaded to the server so that it can be downloaded through COST 273 web pages. Some discussion was raised about measurement errors and data processing. The purpose is that the uploaded data can be used by the participants of COST273 to test different algorithms for DoD and DoA estimation of waves.
The list of attendance of the WGs is presented in Annex D.
7. Liaisons with other international bodies
Brief reports were presented as follows:

· SG3: Dr. Sana Salous, UMIST, Manchester, UK.
· IST
· SATURN: Dr. Mark Beach, University of Bristol, Bristol, UK - A MIMO test bed is nearing completion and hopefully some trial results will be available for the January meeting of COST273. At this meeting of COST, 2 posters were presented on this project. See http://www.ist-saturn.org.
· ROMATIK: Dr. Mark Beach, University of Bristol, Bristol, UK - This new IST project, started Feb 2002, should generate numerous results of interest to COST 273 in the areas of mobile channel dynamics and adaptive modulation, intelligent relaying and self organising networks. See http://www.ist-romantik.org.
· SCOUT: Dr. Mark Beach, University of Bristol, Bristol, UK - Follows from TRUST again on Reconfigurability, but with greater focus on network aspects of these flexible terminals. SCOUT has been making significant contributions to WWRF and this is a good source for information. See http://www.ist-scout.org.
· MOMENTUM: Prof. Luis M. Correia, IST – Technical University of Lisbon, Lisbon, Portugal – Some work has been done on traffic modelling, as well as on the estimation of traffic. Results will be presented at the next meeting.
· ARROWS: Prof. Silvia Ruiz, UPC - Polytechnical University of Catalonia, Barcelona, Spain.
· ESCORT: Prof. Pierre Degauque, University of Lille, Lille, France - This project, dealing with applications of MIMO techniques in subway tunnels, ends in October. Measurements have been carried out during these last months to emphasize the effect of a masking train between the fixed and mobile antenna arrays, and also the influence of the transverse size of the tunnel. Space time coding algorithms have been tested and satisfying results were obtained in a tunnel for distances up to 400 m. Beyond this distance, the correlation between antennas and a high condition number of the transfer matrix lead to a degradation of the system performance. It also appears that the entire coverage of a station can be ensured with MIMO techniques.
· MATRICE: Dr. David Motier, Mitsubishi-ITE, Rennes, France - The project focuses on the specification, simulation and implementation of an MC-CDMA (Multi-Carrier CDMA) based "beyond 3G" mobile cellular system. Three environments (indoor, outdoor urban and outdoor suburban) with specific target bit rates have been defined. System parameters are being specified, considering some compatibility constraints with existing systems, e.g. UMTS and HIPERLAN/2. For the physical layer studies, a detailed specification of the common reference simulation platform, which includes basic functionalities, is in progress. Concerning the advanced simulation platform, a study of the available Multiple Input Multiple Output (MIMO) channel models is in process. The selected model shall allow a fair performance comparison between advanced transmission techniques based on beamforming and antenna diversity. For studies dealing with layers 2 and 3, a specification of a simulation platform has started. For the DSP/FPGA-based prototype, the reference development platform has been selected. A first evaluation of the complexity required by an MC-CDMA transceiver has started based on the system parameters defined from the selected transmission scenarios. See http://www.ist-matrice.org.
· FLOWS: Prof. Alister Burr, University of York, York, UK.
· Others
· UK MOBILE VCE: Dr. Mark Beach, University of Bristol, Bristol UK - The current Core2 programme has about 12 months left to run, although several PhD students have now finished. Several presentations from this UK programme were given at PIMRC and also VTC2002 Fall. At VTC fall Chor Min Tan is presenting his work on dynamic MIMO measurements and analysis as well as Chia Chin her work on dynamic channel modelling. The Universities of Bristol and Edinburgh are collaborating in terms of data collection, analysis and modelling with the goal of producing a Double Directional Dynamic channel for indoors. Members Day on Wireless Access on Monday 23rd September 2002. A new research programme known as Core 3 has also been engaged under the MVCE framework. This 3.5 years programme will address issues concerning the convergence of the broadcast and cellular industries in terms of services provision to the end by address topics such as Interworking of Networks, Personal Distributed Environment and Wireless Enablers. Of particular interest to COST273 will be work in the personal area network (PAN) in terms of propagation, selection of appropriate modulation and coding methods, opportunistic PANs and Radio Resource Management. · 3GPP/3GGP2: Prof. Andreas Molisch, Lund University, Lund, Sweden - The physical parameters are close to being finalised. The system level model shows promise of becoming reasonably realistic, in contrast to the link level model, and also profited greatly from COST experiences. After October, activities of the ad-hoc group will probably concentrate on identifying parameters like SIR that can be used for system-level simulations without bit-by-bit simulation.
Raporteurs were asked to send their reports to the Action Chairman, until 2002/Oct/14, Action Point 5/4.
8. Future meetings and workshop
The Chairman announced that the problem of the place to hold the meeting had been solved, since the colleagues fro UPC, Barcelona, Spain had volunteered to host it. He thanked Prof. Silvia Ruiz for that availability, under a relative short notice.
The next meetings will be held according to the following:
· 6th MCM, hosted by UPC - Polytechnical University of Catalonia, in Barcelona, Spain, in 2003/Jan/15/14:00-17/13:00. Tutorials will be held in 2003/Jan/15/09:00-13:00.
· 7th MCM, hosted by ENSTA - Ecole Nationale Supérieure de Techniques Avancées, in Paris, France, in 2003/May/22/14:00-23/17:00. Tutorials will be held in 2003/May/21/14:00-18:00.
· 2nd Workshop, hosted by ENSTA - Ecole Nationale Supérieure de Techniques Avancées, in Paris, France, in 2003/May/21/09:00-22/13:00.
· 8th MCM, hosted by the Czech Technical University, in Prague, Czech Republic, in 2003/Sep/24/14:00-26/13:00. Tutorials will be held in 2003/Sep/24/09:00-13:00.
· 9th MCM, host and place not yet defined yet, in 2004/Jan.
· 10th MCM and 3rd Workshop, host and place not yet defined yet, in 2004/May.
· 11th MCM, hosted by the University of Duisburg, in Duisburg, Germany, in 2004/Sep.
All those that have not yet organised a meeting were asked to consider that possibility, and to send their willingness to the Chairman, until 2003/Jan/02, Action Point 5/5.
Dr. Alain Sibille (ENSTA, Paris,
France) gave a brief presentation on the ideas for the Workshop, namely that it
is going to be focused on topics within WGs 1 and 3. Most probably, the theme will be “Broadband wireless local
access”, and it will be open to participants outside COST 273.
The deadlines for the next meeting were established as well:

9. Proposal for a Network of Excellence
The Chairman informed that he had in fact submitted an
Expression of Interest for a proposal on Network of Excellence (NoE) the
previous June, and also that he had received only 13 offers as a consequence of
Action Point 4/11, which might indicate no interest in going ahead with the
idea of proposing an NoE. Some
discussion followed:
· There was a consensus that this low number was no such indication, and that the lack of offers could come form the fact that there is still not much information on the NoEs, what their objectives will, how they will be structured, and so on.
· Following several suggestions, a new deadline was set for sending offers to the Chairman, 2002/Oct/31, Action Point 5/9.
· A Steering Committee was formed, composed of the Chairman, the Vice-Chairman, and the WG Chairmen. They will look into the contributions from the various institutions, and prepare the proposal.
· A first draft with ideas will be presented to the next meeting.
10. Any other business
The WGs and SWGs Chairmen gave brief presentation of the
main results of the discussion held in the meetings.
